Commander Kruno Fulcire is the head honcho for the Global Community forces in the United Carpathian States. In the dramatic audio presentation, He is the main antagonist of volume 6 of the series and a background antagonist of volume 5. He issued a bounty hunter program which enabled ordinary citizens to collect reward money for bringing in people who didn't have the mark of Carpathia. He was responsible for the deaths of many believers, including Mark Eisman. He personally questioned Mark about the location of Vicki Byrne Thompson and the rest of The Underground when Mark was captured by the GC in book number 39. Fulcire was stationed in Jerusalem at the time of the Battle of Armageddon and recognized Vicki when she and Judd Thompson Jr. were brought into the holding facility. He intended to kill them both, but fell into a meteor hole during the return of Christ.
During the heat plague, he was interviewed by the Global Community News Network who portrayed him as a person who had risen to the challenge of the fires. During that interview conducted in a darkened GC bunker, he said that he had pledged his life to "the ideals of the Global Community" so he would not cease trying to root out opposition to the Global Community despite the plague. In The Perils of Love, he sang "Hail Carpathia" off-key during a press conference after the heat plague, encouraging citizens of the United North American States to report or kill anyone found without "the mark of our lord and risen king".
During the Battle of Armageddon, during the seventh Bowl Judgment, after he had captured Judd Thompson Jr. and Vicki, he shot one of his subordinates to death because Vicki and Judd hid under a truck that Fulcire wanted them to be transported in it as prisoners and the soldier was not able to locate them. Vicki and Judd availed themselves of the chaos from the meteors to hide under the truck while the Global Community soldiers were scrambling for cover. A few moments later, Fulcire was more interested in escaping the meteors than finding Vicki and Judd. The truck had sped through a gate, but was soon stopped, teetering on a crater of a meteor. Some of the GC soldiers were able to escape the back of the truck, but truck fell into the hole, with Fulcire in it.
