Cheryl Tifanne is a believer who was rescued by Conrad Graham, Vicki Byrne, and Colin Dial in a raid on a Global Community reeducation facility in Iowa. Vicki discovered that Cheryl was pregnant and she was eventually sent to the camp in Wisconsin run by Marshall Jameson. When Vicki went to stay at the camp, she found Cheryl had decided to let Tom and Josey Fogarty adopt the baby. Vicki delivered the baby boy, Ryan Victor, and he was given to the Fogartys. However, Cheryl became depressed and upset with her decision and took Ryan with her to another town. Vicki, Mark Eisman, Colin, and Marshall, after they discovered in emails where she was headed, chased after her and found her detained by Global Community officers. Another rescue mission ensued and with the help of the fourth Bowl Judgment, Cheryl and Ryan were safely rescued. Cheryl went to live with another believer so that she could be away from Ryan.
After the Glorious Appearing, Cheryl was seen visiting her son, Ryan Victor, and she spoke with Vicki about their last months in Wisconsin.
She grew up in an orphanage, and said her mother and father did not want her. When the Rapture happened, most of the workers and children of the orphanage disappeared. After the Rapture, she moved in an apartment with three young women and was the girlfriend of Thomas who was attending the local university. Thomas than moved out of his apartment and left a note saying that he moved back in with his parents and that Cheryl should not look for him. She was destitute and sent to a Global Community reeducation facility for placing bagels from a grocery store in her pockets. She was rescued from the reeducation facility by the Young Tribulation Force, even though she was not initially a believer, because she hung out with the believers at the reeducation center and was interested in what they had to say. She was not yet a believer because she had difficulty believing that God loved her. Vicki Byrne led her in prayer, but the mark of the believer did not appear on her forehead, but it did appear on her forehead just before she was rescued.
Cheryl that although she was upset that she was caught by the GC, in retrospect she thought it was the best thing that has ever happened to her. She said that she was glad to have something to eat after being brought to the reeducation facility, but it was not much fun.
In Breakout!, she was described as someone with a small frame, blond hair, wore a hooded sweater, and had puffy and red-eyes. Vicki Byrne estimated that she was approximately 16 years old. In Murder in the Holy Place, Cheryl says that she was sixteen when the disappearances occurred.
